Bayern Munich forward Mathys Tel has rejected a move to Tottenham after the clubs had agreed a £50m deal, according to Sky in Germany.
The 19-year-old is now not ruling out staying at Bayern after indicating he wanted to leave the German giants earlier this week.
Arsenal, Aston Villa, Chelsea and Manchester United are interested in the France U21 international.
Tel's future will depend on if the forward is convinced by the projects on offer.
Bayern sporting director Max Eberl told Sky in Germany on Friday morning: "It's also about generating transfer revenue. Mathys is an incredibly sought-after player.
"Whether it will be a loan or a sale, we will discuss it in the coming days and hours."
"Will we make any more moves? Regardless of the money, our squad is very well set up."
There is also interest in the ex-Rennes attacker from Saudi Arabian club Al-Ahli, who are managed by German Matthias Jaissle.
Manchester United have made tentative enquiries about Tel. However, any potential deal is likely to depend on departures at Old Trafford with interest in Marcus Rashford and Alejandro Garnacho.
Spurs, meanwhile, had been hoping more regular game time would persuade Tel to join them over others.
Tel's rejection is a blow for Spurs boss Ange Postecoglou, who also missed out on Randal Kolo Muani earlier in the window after he opted to join Juventus on loan from Paris Saint-Germain.
